When you turn your phone off, it automatically stops communicating with the cell phone towers in the vicinity. However, you can track the cell phone to the last location before it was turned off.

On an Android phone it's even simpler. 1) Open Settings. 2) Scroll down to Location. 3) You'll see an on/off switch in the top right. 4) Tap on Location>Google Location History. 5) Once again there's a button in the top right that lets you turn your location history on or off.
